From the Executive Director—Meeting the Legal Needs of Ohioans Impacted by the Opioid Epidemic

As you know, Ohio has been one of the states hit hardest by the nationwide opioid epidemic and, unfortunately, has consistently been in the top ten states for percentage of fatal overdoses.


For years, the crisis has impacted our clients and communities. LASCO provides needed legal representation in custody cases where the biological parents are deceased, actively in addiction or in recovery trying to re-establish a relationship with their children. 

Take for example, Bonnie Clark*. Bonnie called our office because she and her husband, Don, a veteran, wanted help getting custody of two of her grandchildren. The children’s mother could not care for them because of mental health issues and problems with substance use. The children’s father also was using drugs and was unable to raise them. The Clarks were eager to get custody to ensure the children received much needed medical care as they were underweight and not receiving proper dental care. Newark Managing Attorney William Canterberry filed paperwork—which the court approved—for the Clarks to gain emergency custody of the children. This allowed them to take their grandchildren to the doctor and register them for school. He also succeeded in getting them permanent full custody and advocated with the children’s healthcare providers while the case was pending to make sure the children did not miss appointments while the Court was finalizing its decision. A judge awarded the Clarks full custody and ordered the children’s parents to pay child support. In their grandparents’ care, the kids are doing well in school and are receiving necessary medical and dental care. 


In 2018, with funding from the Department of Justice Office of Victims of Crime, we worked across 17 Appalachian Ohio counties to conduct a needs assessment of children impacted by the opioid crisis along with a gap analysis of services. We then built a collaborative network to respond to the needs. That work concluded in 2022 after a successful offering of training, clinics and legal services for children, families, and grandparents of opioid-impacted families. 


We have continued to build on that project and the expertise gained from casework provided to families like the Clarks. Development Digest—Ensuring Resources for Vulnerable Populations Through Grant Funding

Our Development Team is dedicated to securing resources for vulnerable populations, addressing substance abuse, and promoting community stability and well-being. LASCO has over $2.4 million in pending funding requests to expand services for communities affected by substance abuse over the next three years. 


The United States Department of Veterans Affairs has recently renewed funding for LASCO to provide legal services to veterans experiencing housing instability.


Additionally, we are excited to share that the United Way of Central Ohio has recently awarded LASCO funding to assist families with young children access safe housing, public benefits, and educational accommodations.

Save the Date! Columbus Driver’s License Reinstatement Clinic and Record Sealing Clinic Coming Up!

LASCO will be holding a Driver’s License Reinstatement Clinic on August 29 and a Record Sealing Clinic on October 12, and we need your help for both events! Stay tuned for more details.

 

Fresh Start Friday Clinics

Staff from Legal Aid are holding clinics throughout Southeast Ohio to assist clients with record-sealing and expungement applications. If you would like to volunteer for one or more of the clinics coming up in Licking, Fayette, Coshocton, and Scioto counties, please register here. If needed, Legal Aid can send additional resources and training videos ahead of the clinic to provide a review or a refresher on substantive law.

Thanks to our volunteers and staff who attended our Fresh Start Friday in Marietta on June 14th!


Rural Wills Clinics

LASCO is sponsoring rural wills clinics throughout our service area, with our next clinic taking place in Adams County on Wednesday, July 31st from 10 a.m.-2 p.m. Lawyers and paralegals are welcome! We will be offering simple wills, powers of attorney, living wills, and transfer on death affidavits. Legal Aid staff will be onsite to conduct intake, client questionnaires for drop-in clients, proofread forms, and answer questions. We will also supply laptops and forms templates for those who need them. To sign up, please use this form. As with all pro bono programming, Legal Aid provides free training recordings, volunteer toolkits, malpractice coverage, and CLE credit for your hours.


LASCO Holds Name and Gender Marker Change Clinic

On June 12, LASCO hosted a Name and Gender Change Clinic in the Athens Public Library! Coinciding with the library’s Pride showcase, staff and volunteers representing several Legal Aid offices provided much needed services to Southeastern Ohioans who needed help with the legal aspects of name and gender changes.


A pair of clients assisted by Legal Aid attorneys learned about the clinic online. The two described it as “vital and indispensable,” also adding that having access to gender-affirming care in the legal sphere is “extremely valuable given the difficulties of being part of the LGBTQ+ community in Ohio.”


Manal Vakil, an Intake Specialist at the Columbus office, volunteered their time and services because they know that the legal procedures of gender-affirming care can be “the last thing on a person’s mind.” Even more, many people are not even aware of how to go about changing their legal gender or name, they added, so it is an essential service for Legal Aid to provide.


After a successful first clinic in Athens, LASCO hopes to provide more Name and Gender Change Clinics across our service area.
